From 4 to 6 December 2012 the All-Russian Scientific and Practical Conference "Approaches to Development of the National Doctrine of Engineering Education of Russia in the New Industrialization" was held in Tomsk

The Conference was organised to discuss objectives, tools and methods to improve technology and organisation of engineering education in Russia in the New Industrialization in line with the keynote speech of V. Putin to the Congress of “Business Russia” on 21 December, 2012.

The Conference organisers are Association for Engineering Education of Russia, Association of Technical Universities of Russia, Association of Innovative Regions of Russia, National Research Tomsk Polytechnic University, Bauman Moscow State Technical University, Administration of Tomsk Oblast, Administration of Novosibirsk Oblast, Foundation for Assistance to Small Innovative Enterprises in Science and Technology with the support of RF Chamber of Commerce and Industry, State Duma Committee on Education, State Duma Committee on Science and High Technology, Federation Council Committee on Science, Education, Culture and Information Policy, Plenipotentiary Representative of the RF President in the Siberian Federal District V.A. Tolokonsky.

As President of Association for Engineering Education of Russia Yury Pokholkov noted, accumulated problems in the field of engineering education as well as demands that employers impose to the quality of engineering training in Russian universities became the impulse to held this Conference.

More than 200 people participated in the Conference, including representatives from:
- 7 Federal Universities: Kazan (Volga) Federal University, Siberian Federal University, North-Eastern Federal University named after M.K. Ammosov, Southern Federal University, North-Caucasian Federal University, Northern (Arctic) Federal University named after M.V. Lomonosov, Urals Federal University;
- 7 National Research Universities: Kazan National Research Technological University, Moscow Aviation Institute (National Research University), Bauman Moscow State Technical University (National Research University), National Research Irkutsk State Technical University, National Research Tomsk Polytechnic University, Perm National Research Polytechnic University, Tomsk State National Research University;
- other universities, engineering firms, industrial companies, regional and federal legislative and executive authorities.

Geography of the Conference participants was presented by such cities as Moscow, Saint-Petersburg, Kazan, Rostov-on-Don, Stavropol, Belgorod, Saratov, Perm, Yekaterinburg, Arkhangelsk, Omsk, Irkutsk, Novosibirsk, Tomsk, Krasnoyarsk, Yakutsk and others.

Welcoming speeches were given by:

  • V.M. Kress, Vice-Chairman of the Federation Council Committee on Science, Education, Culture and Information Policy
  • L.M. Ogorodova, the RF SD Deputy, Vice-Chairman of the RF State Duma Committee on Science and High Technology
  • A.Ch. Erkenov, the RF SD Deputy, member of the RF SD Committee on Education
  • A.B. Pushkarenko, Head of Department of Higher Education of the Administration of Tomsk Oblast
  • P.S. Chubik, Rector of National Research Tomsk Polytechnic University
  • Y.P. Pokholkov, President of the Association for Engineering Education of Russia

According to Rector of National Research Tomsk Polytechnic University Petr Chubik "All-Russian team of engineers - all those who are present in this room – must, speaking the language of our students, "brain hack" in order to answer the question of what we need to do to have qualified engineers going out of the walls of not only the leading universities of the country, but all the higher schools?".

As evidence of acute topicality of the Conference was very active and often heated discussion by participants already in the course of the plenary session, for example, on the report of Academician A.S. Sigov, Rector of Moscow State Technical University MIREA, and A. Y. Shurygin, Rector of Tomsk State University of Control Systems and Radio Electronics. Also the presentation by the industry representative R.Y. Khismatulin, Head of Design Institute of Research-and-Production Enterprise "Tomsk Electronic Company" Ltd., in which he clearly stated requirements for the competences of graduates, and also indicated the gaps in their training, was of special interest.

It is worth to note the participation in the Conference of Andrew Wo, one of the world's leading experts in the field of public and professional accreditation of educational programmes in engineering and technology, Deputy Chairman of the Washington Accord, Professor of National Taiwan University, whose presentation focused on the international requirements to engineering educational programmes to develop professional competences.

Discussion actively continued at round tables where the various aspects of engineering education and engineering in Russia were addressed:

  • Round table 1. Problem situation in engineering education (Moderators: A.V. Kobzev, President of Tomsk State University of Control Systems and Radio Electronics; N.N. Shumskaya, Vice-Rector of Don State Technical university),
  • Round table 2. Role of business and government in development and implementation of the Doctrine of Engineering Education of Russia in the New Industrialization (Moderators: O.V. Kozlovskaya, Chairman of the Legislative Duma of Tomsk Oblast; Y.P. Pokholkov, President of Association for Engineering Education of Russia),
  • Round table 3. Practice-oriented educational technology and the role of industry in engineering education (Moderators: A.O. Sterkhov, Director of Centre for cooperation with employers and alumni associations of Irkutsk State Technical University; M.G. Minin, Head of Department of National Research Tomsk Polytechnic University),
  • Round table 4. Tools for evaluation and control of the quality of engineering education (Moderators: A.V. Kosykh, First Vice-Rector of Omsk State Technical University; S.I. Gerasimov, Director of Accreditation Centre of Association for Engineering Education of Russia, Professor of Siberian State Transportation University),
  • Round table 5. Basic principles of the National Doctrine of Engineering Education of Russia (Moderator: Y.P. Pokholkov, President of Association for Engineering Education of Russia),
  • Round table 6. Improvement of educational standards (Moderator: V.M. Kutuzov, Rector of Saint-Petersburg State Electrotechnical University).

At the final plenary session moderators of the round tables reported on the results of the round tables. Also, the Conference participants were presented a draft of Recommendation prepared by the commission composed of V.M. Kutuzov, Rector of Saint-Petersburg State Electrotechnical University, V.G. Zakharevich, Adviser to Rectorate of Southern Federal University, Y.P. Pokholkov, President of Association for Engineering Education of Russia, V.S. Sheynbaum, Director of Institute of problems of human resources development for the fuel and energy complex, Adviser to Rector of Gubkin Russian State University of Oil and Gas and S.I. Gerasimov, Director of Accreditation Centre of Association for Engineering Education of Russia, Professor of Siberian State Transportation University. The text of the Recommendations was discussed and approved at the Conference summing-up.
