Rating of higher educational establishments in programmes
In 2005 AEER developed a model for ranking the universities in areas of training in engineering and technology, which was discussed in Russian and foreign press (Engineering Education, ¹3, 2005; Higher Education in Russia, ¹ 11, 2005; Higher Education in Europe, ¹ 1, 2007, and others). While forming the ratings three groups of factors of specialists training quality evaluation were used:
Evaluation of potential of specialists training in higher education institution.
The potential of specialists training in higher education institution (HEI) includes evaluation of the overall potential of HEI as a basic factor that determines the quality of training. The overall potential of specialists training in HEI is based on the performance of HEI determined by the state or industry statistics and includes: HEI resources (human, information, social, financial) and HEI processes (scientific and educational activities). Evaluation of specialists training results by certain areas groups.
Evaluation of specialists training results by groups of areas includes basic characteristics of resources and processes of specialists training on this educational program (scientific school, accreditation of educational programs in Russian and foreign public-professional societies, competition, contingent maintenance, the result of SAC work, etc.) Balanced evaluation of specialists training quality in the areas by target groups of experts.
Balanced evaluation of specialists training quality by target groups of experts in the areas includes:
- evaluation of specialists training quality in this group of areas by employers;
- evaluation of specialists training quality in this group of areas by academic community;
- evaluation of specialists training quality in this group of areas by senior students;
- evaluation of specialists training quality in this group of areas by HEI graduates with 3-5 years of experience.
In 2006 50 HEIs took part in the AEER pilot rating that traditionally rank high by ratings of the Ministry of Education of the RF. The rating was carried out in five groups of specialists training areas:
