President of the Association for Engineering Education of Russia participated in the VIII International Forum of Experts Guild "Implementation of European Standards and Guidelines into Education Quality Assurance Systems"

The Forum was organised by the National Centre for Public Accreditation and International Industrial Academy and took place on November 15-16, 2013 in Moscow at International Industrial Academy.

The Forum was attended by representatives of the State Duma of the Russian Federation, the Ministry of Education, the Federal Agency for Supervision and Control, the Russian Academy of Education, foreign and Russian accreditation agencies, as well as representatives of the Board of the European Association for Quality Assurance in Higher Education.

Experts of professional education, representatives of the academic community, employers' organizations and professional societies, implementators of modern educational technologies, international (network) educational projects in Russia, as well as chairmen of boards of education and methodical associations of Russia and representatives of foreign accreditation agencies were invited to participate.

The Forum discussed the following issues:

1. Accreditation system in modern Russia: establishment processes analysis and development prospects.
2. Integration of Russian accreditation system into European system of educational programmes and educational institutions quality assurance.
3. System of criteria and indicators of state and public and professional accreditation of professional education programmes.
4. Technology of professional education programmes accreditation; regulation and standards of accreditation.
5. Methodology to gather, train and motivate experts participating in the procedures of professional education programmes accreditation.
6. Changes in legislation and in regulatory framework for education quality evaluation and higher professional education programmes accreditation.
7. Methods and techniques of higher education quality evaluation.
8. Use of testing technology to evaluate professional education quality in the transition to the Federal State Educational Standards (FSES).
9. Practice of implementation in Russian universities of the European Credit Transfer and Accumulation System ECTS.
10. Use of Internet-technologies for evaluation and improvement of professional education quality.
11. Practice and problems of involvement of students and employers into professional education quality evaluation.
12. Requirements of the Bologna process to higher education quality assurance systems: challenges and opportunities for implementation.
13. New approaches to the FSES quality evaluation methods.

At the Forum plenary session on November 15, 2013 AEER President Prof. Yury Pokholkov presented the report “Engineering education quality evaluation: AEER activity and foreign practice” in which AEER motions to establish in Russia a national register of accrediting organisations in the sphere of education were substantiated and formulated.

Also at the Forum plenary session the agreement among the Association for Engineering Education of Russia, the Agency for Higher Education Quality Assurance and Career Development and the National Centre for Public Accreditation on establishment of the Association “National Register of Accrediting Organisations in the sphere of Education” was signed.
