At the initiative of the Association for Engineering Education of Russia the Association “National Register of Accrediting Organisations in the sphere of Education” was established

The Constituent Assembly took place on November 14, 2013 in Moscow. The heads of leading and reputable accrediting organisations of Russia participated – Association for Engineering Education of Russia (AEER), Agency for Higher Education Quality Assurance and Career Development (AKKORK) and National Centre for Public Accreditation (NCPA): AEER President Prof. Y.P. Pokholkov, AKKORK President, Academician of Russian Academy of Education, Prof. V.D. Shadrikov and Director-General S.N. Anisimov, NCPA Director Prof. V.G. Navodnov and Deputy Director Prof. G.N. Motova.

The Constituent Assembly was preceded by preparatory work carried out by the Association for Engineering Education of Russia on justification of the need for development, formulation of ideas and concept of the Register. Also, a draft constituent agreement to establish a national register of accrediting organizations in the sphere of education was prepared. All the documents were preliminarily sent to AKKORK and NCPA.

The Assembly came to the concerted decision on establishment of "National Register of Accrediting Organisations in the sphere of Education" in the form of the Association.

The agreement among AEER, AKKORK and NCPA on establishment of the Association “National Register of Accrediting Organisations in the sphere of Education” was signed in a solemn ceremony at the plenary session of the VIII International Forum of Experts Guild "Implementation of European Standards and Guidelines into Education Quality Assurance Systems" which was held on November 15-16, 2013 in Moscow on the basis of International Industrial Academy.

On November 16, 2013 a working meeting of the Board of Directors of the established Association was held which elected AEER President Prof. Y.P. Pokholkov as its President with a one-year term of office, as well as allocated responsibilities of the founders and approved work plans of the members of the Board of Directors for the period up to December 31, 2013.
